The subject of the study is the Functional-Utility Programme for the implementation of the task involving the reconstruction and construction of the Biathlon Stadium together with the accompanying infrastructure in the Central Sports Centre – Olympic Preparation Centre in Szczyrk.

The scope of the project includes the reconstruction and construction of the Biathlon Stadium together with the accompanying infrastructure. The ordering party’s intention is to obtain a Biathlon Stadium sports facility adapted to the performance of its basic task, i.e. to train Nordic combined athletes, biathletes and runners, including young people, and national teams, with the possibility of conducting championship-level contests/competitions – e.g. the World Cup, and in the future, possibly, the World Championships / Olympic Games, as well as other sports events.

The facility is to be fully functional and equipped with devices and systems to enable full use of the services offered. The reconstruction and construction of the Biathlon Stadium has been designed in accordance with the requirements of the International Biathlon Union (IBU) and national regulations.

The facility, which is important from the point of view of training opportunities, will operate year-round with snow thanks to a special tunnel completely hidden underground with a 1 km long route and biathlon shooting ranges. An integral part of the designed facility will be a built-in hotel function with approximately 100 beds, a large 4-storey underground car park with approximately 240 parking spaces, wellness facilities, gyms, training rooms, refreshment and conference facilities, together with equipment for organising sports events.

The layout of the terrain and appropriate arrangement of the facility will allow for the organisation of cultural and sports events, such as football matches. The facility, due to its location and terrain conditions, will serve as a training base for athletes of various disciplines.

The existing Biathlon Stadium is a facility consisting of a shooting range, cross-country trails with a length of 300 m; 750 m; 1400 m; 2.5 km; 5 km, buildings providing infrastructure and administrative support as well as accompanying infrastructure. The existing stadium is currently insufficient.

The facility includes:

  • cross-country trails,
  • buildings providing infrastructure and administrative support,
  • existing land development,
  • shooting range,
  • cable car.

The scope of the project includes:

  • construction of a sports facility – Biathlon Stadium with accompanying infrastructure, construction of a hotel and service facility with an administrative part and a multi-storey garage,
  • construction of an underground year-round cross-country trail – located in a tunnel – with technical facilities and accompanying infrastructure, sports facilities and technical infrastructure,
  • modernisation of water and sewage systems,
  • reconstruction of the lighting system,
  • redevelopment, rebuilding of access roads and the transportation system,
  • renovation and extension of the existing electrical substation,
  • extension (modernisation) of the pumping station
  • modernisation of the sound system,
  • construction of stands,
  • construction of a fence,
  • installation of control and measurement equipment,
  • demolition of buildings providing infrastructure and administrative support.

The functional and utility programme has been prepared on the basis of the concluded agreement and arrangements with the ordering party.
